Siku moja nilikwenda kwenye mkutano fulani uliojaa ukumbi mzima. Niliona mambo ya kushangaza. Kwanza, watu wengi katika ukumbi hawakuwa wakisikiliza hotuba kwa makini. Baadhi ya watu walikuwa wakiongea mambo yao bila kujali aliyokuwa akisema mhutubiaji.
Wengine walionekana wametumbua macho wakimtazama mhutubiaji lakini walionyesha hawakuwa wakielewa kile kilichokuwa kikisemwa na wengine walionekana wakiondoka kabisa kwenye mkutano. Nilipowauliza kwa nini walisema wamechoshwa na mhutubiaji kwa sababu haieleweki anazungumzia nini.
Kila nilipomtazama mhutubiaji nilimuona amekazana kusema hadi mishipa ya shingo ilionekana imetoka na jasho lilikuwa likimtiririka. Wakati mwingine alionekana akishangaa alipowaona baadhi ya wasikilizaji wake wakiongea mambo yao wala hawamsikilizi. Alisikitika alipoona baadhi ya watu wakiondoka mmoja mmoja kwenye mkutano. Kwa hakika alionekana amefadhaika na kukata tamaa.
Jambo kama hili linaweza kumtokea mtu yetote anapoamua kuhutubia watu bila kufanya maandalizi . Hususan, asipozingatia kanuni ambazo huwafanya watu wavutiwe na hotuba yake. Je, wewe katika maisha yako umewahi kuhutubia watu? Kama umewahi, hotuba yako iliwavutia wasikilizaji? Kama haikuwavutia usiwe na shaka. Katika makala haya tutataja baadhi ya kanuni ambazo tunaamini zikizingatiwa husaidia kufanya hotuba iwe na mvuto kwa wasikilizaji.
Maandalizi ya hotuba
Kuna baadhi ya watu huamini kuwa maadhali mtu anajua lugha na ni msemaji hodari hana haja ya kufanya maandalizi kabla ya kwenda kuhutubia. Kuna wengine maandalizi yao huwa kuiandika hotuba yote na kuisoma mbele ya watu kama ambavyo viongozi wengi huwa wakifanya. Wao huandikiwa kwa sababu wanayoyasema mara nyingi huwa ni sera au miongozo ambayo baadaye hutakiwa kutekelezwa. Hivyo, lugha inayotumika katika hotuba zao huwa ndiyo miongozo itakayotumika kwa utekelezaji.
Lakini mtu anapotoa hotuba kwa kuisoma mara nyingi huwafanya wasikilizaji wake wakinai na wahisi kama wanapoteza wakati wao.
Hotuba ya namna hii huwachosha wasikilizaji kwa kuwa anayeitoa huwa hawezi kuibadili au kuirekebisha kufuatana na hali ya mwitiko wa wasikilizaji. Tena huwa hawezi mathalani kurudia sehemu ambayo wasikilizaji wake wanaonekana dhahiri hawakuielewa vyema. Wengine huamua kaikariri hotuba na kuiwasilisha kwa hadhira kama shairi ama wimbo. Mtindo huu ndiyo haufai kabisa.
Hotuba iliyokaririwa inapotolewa mbele ya kadhira muundo wake kuonekana wa kirasimu zaidi kama lugha ya kisheria.
Tunaposoma hotuba tunapoteza au tunapunguza mawasiliano ya uso kwa uso baina ya mtoa ujumbe na mpokea ujumbe hali ambayo ni muhimu katika mawasiliano. Hivyo hotuba nzuri na inayoweza kuwa na taathira kubwa kwa wasikilizaji ni ile ambayo mhutubiaji anaitoa mbele ya hadhira yake huku akiwatazama.
Wakati huohuo akiweza kujirekebisha kwa sauti au maudhui na hata mtindo wa kuitoa hotuba kufuatana na jinsi inavyopokewa na wasikilizaji.
Hata hivyo, tunaposema asiiandike hatuna maana azungumze bila kufanya maandalizi yoyote. Kuna hatua tatu kuu ambazo ni muhimu katika kuandaa hotuba ambazo ni kutafuta na kuainisha maudhui au taarifa atakazozizungumzia.
Hatua ya pili ni kuamua mpangilio mzuri wa maudhui na hatua ya mwisho ni kuandaa hotuba yenyewe tangu mwanzo hadi mwisho.
Vilevile ni muhimu kuandaa muhtasari wa vipengele utakaomwongoza mtu anapotoa hotuba.
Kudumisha mawasiliano ya ana kwa ana
Wasikilizaji wa hotuba hujisikia vizuri wanapomuona mtoa hotuba anaonekana kama anayezungumza na kila mmoja wao binafsi. Kumbuka, hakuna kitu kinachomfanya mtu akusikilize vizuri kama unapozungumza huku akimtazama yeye moja kwa moja. Ingawa unapotoa hotuba mbele ya hadhara huwezi kumtazama kila mmoja, kuna njia inayoweza kukusaidia kuwafanya wasikilizaji wajihisi kama unawatazama wote.
Chagua mtu mmoja katika kila upande wa ukumbi au uwanja na uwe ukiongea huku ukiwatazama watu hao mara kwa mara. Usiendelee kumtazama mtu mmoja kwa muda mrefu.
Kila baada ya sekunde chache hamia kwa mtu mwingine na endelea vivyo hivyo ukielekea kila upande kwa zamu hadi mwisho wa hotuba yako. Kila unapomtazama mtu uliyemchagua katika upande fulani watu wa upande ule watakuona kama unawatazama wote.
Tumia ishara
Mtu anayetoa hotuba huku akitumia ishara ili kusisitiza maneno anayosema huwavutia wasikilizaji. Ishara za makusudi za uso na vitendo vinavyowezwa kufanywa kwa kichwa, mabega na mikono, vinaweza kutumika ili kusisitiza kile ambacho msikilizaji anataka wasikilizaji wake waielewe vyema. Hata hivyo, ni vyema kuepuka kutumia ishara kwa kuwa huweza kumchanganya msikilizaji au kumfanya mtoa hutoba kuonekana kituko.
Sauti
Unapotoa hotuba tumia sauti inayoweza kusikika vyema kwa wasikilizaji isiwe ya kupayuka wala ndogo zaidi.
Utaweza kutambua kama sauti yako inasikika vizuri pande zote kwa kutazama nyuso za wasikilizaji. Kama unaeleza kuhusu jambo la kuchekesha utawaona wanatabasamu ama kucheka na kama unazungumzia jambo la kusikitisha utaona nyuso za huzuni.
Kila mara watazame wale walio mbali kabisa kutoka kwako ili kuhakikisha kama hotuba inasikika.
Licha ya kuhakikisha unasikika, huna budi kuhakikisha unatumia matamshi sahihi ya maneno.
Pia lazima udhibiti kasi yako ya kuongea. Usiongee kwa kasi. Ongea taratibu zaidi unaposisitiza jambo fulani. Vile vile usiongee moja kwa moja bila kutulia kila baada ya muda. Vipindi vya kupumzika kusema katikati ya hotuba humsaidia msikilizaji wako kutafakari na kukifanya ulichosema kingine vyema akilini.
Lugha
Hotuba yenye maneno mengi ambayo wasikilizaji hawayafahamu, siyo tu kuwafanya wasielewe habari inayosemwa bali huweza pia kuwafanya wasiwe na ari ya kuendelea kuisikiliza.
Mtoa hotuba hana budi kuhakikisha anatumia lugha nyepesi na inayoeleka. Ni lazima utumie maneno na miundo ya lugha iliyozoeleka katika kundi la watu analohutubia.
Hitimisho
Tumebaini kuwa kutoa hotuba mbele ya watu na ikaeleweka siyo suala la kuvaa vizuri na kusimama mbele ya watu na kusema kile unachotaka waelewe.
Kuwafanya wasikilizaji waelewe hotuba yako ni suala linalohitaji umakini mkubwa unaoanzia tangu katika kipindi cha kabla ya kusimama mbele ya watu hadi kipindi cha kutoa hotuba yenyewe.

Loga/roga :
Maneno yote yana maana moja. Maana yake ni kudhuru kwa uchawi kwa kutumia vifaa aina ya sihiri, hirizi, kago, azima au amali. Hata hivyo neno lililozoeleka zaidi ni roga.
M
Mazishi/Maziko :
Maneno haya yanatokana na shina moja la ‘zika’ lakini yana matumizi tofauti. Maziko ni kitendo cha kuzika maiti.Tunapokwenda mazikoni tunakwenda makaburini kuzika. Tunakwenda kuhudhuria anakozikwa maiti. Mazishi ni matayarisho kabla ya maziko kama kutafuta vifaa, kuchimba kaburi.
Pia baada ya kuzika kuna matanga na ada zake kama ufanyaji wa hesabu zilizotumika. Maziko yana muda maalumu wakati mazishi hayana muda maalumu. Ni matayarisho tu ya kutekeleza kitendo cha kuzika.
Msiba : Jambo au tukio linalomfanya mtu awe na huzuni, kilio k.v. kufiwa
Masurufu/Marupurupu :
Masurufu (Imprest) ni fedha anazopewa mtu aendapo safarini kwa ajili ya matumizi ya huko aendako. Mhusika anaporudi hudaiwa stakabadhi kuonesha fedha hizo alivyozitumia. Marupurupu (Allowance) ni fedha za ziada anazopewa mtu mbali na mshahara wake. Fedha za marupurupu huweza kuwa ni malipo ya ajari (ovataimu) na una mamlaka nazo. Hudawi stakabadhi. Malipo mengine ambayo huhitaji stakabadhi ni posho ya jamala, posho ya kijikimu, posho ya takrima.

Kilio, kilio, kilio kwa kijana wa leo, Afrika! Wakati vijana wengine wanapoombwa kujiunga na jeshi ili kujenga na kulinda nchi yao, siyo kwangu. Kwangu naburutwa msituni, kujiunga na jeshi kuendeleza vita ya wenyewe kwa wenyewe. Napigana na ndugu zangu ndani ya taifa moja ili matumbo machache yafaidi almasi, dhahabu, mafuta na maliasili nyingine. Naingizwa katika vita isiyo na maana yoyote kwangu.
Nikitaka kutafuta elimu, hakuna madarasa. Upepo umeezua paa la nyasi la shule yetu! Nikibahatika kupata kaelimu kadogo; chini ya mti, nazuiwa kufikiri zaidi. Naambiwa kuwa, Afrika hakuna kufikiri! Mtu mweusi hana fikra ila mtu mweupe ndiye mwenye fikra. Natakiwa nifuate fikra zake!
Nikitaka ajira, naambiwa uzoefu miaka mitano au kumi na zaidi. Uzoefu nitaupata wapi? Nikitamani kujiajiri mazingira hayaniruhusu: Umasikini, umasikini tena umasikini umenikumbatia! Nikijiunga na siasa, wimbo maarufu kote ulimwenguni ni demokrasia.
Demokrasia ina mizengwe, umajimbo, ukabila, udini, ubabe, rushwa, ubabaishaji, yutapeli na kushindana bila kukubali kushindwa. Siasa barani kwetu ni kiini macho na matokeo yake ni ‘demoghasia’ isababishayo vifo. Ubinafsi umejaa! Kujipitishia marupurupu kibao! Ubaguzi! Majigambo! Dharau…..!
Nikitaka kusema, naambiwa mjinga, Nikidai haki, naambiwa madai yangu ni ya kijinga. Nalazimishwa kuandika barua ya kuomba msamaha na kuahidi kuwa sitadai haki tena! Nalazimishwa kuwa bubu. Kijana msomi nanyimwa uhuru wa kutoa mawazo yangu mbele ya jumuiya yangu. Kijana msomi nafungwa mdomo. Kijana msomi kukaa na kunyamaza kimya ni usaliti. Usaliti kwa jamii ya walipa kodi ambao pesa zao zimenisomesha hadi kuitwa msomi. Kijana msomi, kutofikiri ni dhambi nyekundu pyuuu!- isiyosameheka. Kiafrika. Chochote ninachotaka kufanya kinanikatisha tamaa. Nikiwa ‘deiwaka’ mpiga debe, kila siku nitaamkia korokoroni! Nikitaka kujiburudisha na gongo au viroba – ni kifo cha ajabu. Nikibugia unga – kwangu ni kifo cha mende wekundu! Nikijiingiza kwenye ukahaba, natozwa kodi ya maendeleo!
Nikitaka kuwa “changudoa”, UKIMWI unaniwinda kama mamba awindavyo viumbe baharini! Sasa nifanye nini? Balaa kubwa kwangu! Nikiamua kuokoka, wokovu hauonekani. Nimebaki njia panda. Mchungaji amekuwa mwongo, katu hasemi ukweli. Ananilaghai kuwa wokovu upo karibu kuingia badala ya kuniambia kweli wokovu umekwishatoweka. Naambiwa kuwa nijiwekee hazina mbinguni ambako kutu na wadudu hawataharibu mali yangu…Huu ni utapeli.
Ingekuwa vizuri kama ningeelezwa wazi jiwekee akiba tumboni mwa sheikh au tumboni mwa mchungaji au tumboni mwa padre! Naambiwa kuwa toeni ulichonacho utabarikiwa badala ya kuambiwa kuwa kitayabariki matumbo ya wachache! Nakumbuka wakati mama yangu alipokuwa mwalimu katika shule ya msingi ya Mabonde Kuinama, aliniambia kwamba, urithi wa utamaduniwetu ni mila na desturi za Afrika. Lakini siku hizi sivyo. Siku hizi naambiwa kuwa urithi wa kizazi kipya ni bia aina ya “Safari Larger”.
Kijana wa sasa naangalia wizi wanaofanyiwa watu maskini lakini sisemi chochote. Najinyamazia kimya. Wizi umo makanisani, misikitini, Ikulu, mahakamani na hata bungeni. Lengo ni kuwanyanyasa, kuwadhulumu, kuwaonea, kuwanyonya na kuwadhalilisha wanyonge. Hakika kunyamaza kwangu ni usaliti. Nimeitambua nafsi yangu. Naahidi kupambana hadi kufa na kupona.
Nyerere wa Tanzania, kiongozi shujaa wa dunia – amepata kutukuka pande zote za dunia. Alizaliwa katika kijiji cha Butiama, Wilaya ya Musoma Vijijini mkoani Mara. Alisoma elimu ya msingi katika shule ya Mwisenge – mojawapo ya shule za zamani sana hapa
nchini. Alipata elimu ya sekondari huko Tabora. Alijiunga na Chuo Kikuu cha Makerere nchini Uganda kabla ya kwenda huko Uingereza kusomea shahada ya M.A.
Baada ya uhuru toka Uingereza, Mwalimu Nyerere alishughulika sana na suala la ukombozi wa Tanganyika na Afrika kwa ujumla. Alionesha jitihada za wazi kupambana na mabeberu wa Kiingereza hadi uhuru wa Tanganyika ukapatikana tarehe 9/12/1961. Tanganyika ikawa ya kwanza kupata uhuru wake ukilinganisha na cnhi zote za Afrika ya Mashariki na kati – sifa kuu kwa Nyerere wa Tanganyika.
Nyerere alishirikiana na Karume kuziunganisha nchi hizo na kuzaa Tanzania – jina lililotumika na kuheshimiwa kote ulimwenguni. Wakati Nyerere akichanganya udongo wa Tanganyika na Zanzibar alitamka maneno ya hekima yafuatayo:
“Tumeamua kuziunganisha nchi zetu ili kuimarisha umoja wa Afrika. Naamini kuwa maadui wetu watachukia na kuhuzunika kwa kitendo hiki cha kishujaa tulichokifanya, lakini daima hatutaogopa chochote. Muungano wetu utadumu milele na milele. Mungu ibariki Tanzania. Mungu ibariki Afrika. Amina!”
Sifa ya pekee inayomtofautisha Mwalimu Nyerere unapomlinganisha na wanafalsafa wengine duniani kama vile Karl Marx na Mao ni kwamba yeye aliwapigania wanyonge wote kote ulimwenguni bila kujali ubaguzi wa rangi, kabila, taifa au bara. Aliwatetea wanyonge wa Afrika. Aliwapigania wanyonge wa Ulaya na Mashariki. Aliwapigania wanyonge wa bara la Asia. Halii kadhalika aliwapigania na kuwatetea wanyonge wa bara la Amerika ya Kusini. Hivyo ni sifa ya pekeeinayofaa kumtofautisha na wanafalsafa wengine waliomtangulia.
Nyerere atatukuzwa daima kwa ushujaa wake. Alikuwa si kiongozi wa kujikombakomba kwa matifa mengine ya kibeberu. Alipotishiwa au kuwekewa vikwazo/vitisho, alivunja mara moja uhusiano wa kidiplomasia na taifa linalohusika. Kwa mfano mwaka 1965 alivunja uhusiano wa kidiplomasia nan chi ya Uingereza baada ya nchi hiyo kuitangaza nchi ya Zimbabwe kama koloni lake la kudumu la Walowezi. Kitendo
hiki kilimpatia sifa na heshima kubwa hapa Afrika na duniani kote – kwa wapenda amani. Ingawa ni vigumu kuzitaja sifa zake mpaka mwisho, lakini sifa ya kupiga makelele katika majukwaa ya kimataifa haitaweza kusahaulika. Hakuwa msomi mkimya kama wasomi wa enzi hizi. Alitumia elimu yake ipasavyo kuitetea falsafa yake ya Haki na Usawa kwa Binadamu Wote katika majukwaa ya kimataifa.
Wananchi wa Uganda daima humkumbuka na kumtukuza kwa jinsi alivyotumia nguvu za kijeshi kuung’oa utawala wa kidikteta wa Nduli Idd Amini Dada. Wakikumbuka mateso waliyoyapata enzi za utawala huo, humtukuza na kumuenzi Nyerere usiku na mchana.
Nyerere hataweza kusahaulika kwa jinsi alivyopinga kitendo cha viongozi wachache wenye hila kuendelea kung’ang’ania kwenye madaraka. Alikuwa kiongozi wa kwanza hapa Afrika na pengine duniani kote kung’atuka kwenye kiti cha Urais. Alifanya hivyo kwa hiyari ili kutoa nafasi kwa wananchi wengine washike nyadhifa hii nyeti hapa nchini kwetu.
Mwalimu Nyerere ni mwenzetu, ni rafiki yetu, ni mtu wa watu, ni baba wa taifa letu, ni babu yetu mwenye hekima na busara. Paji lake la uso lilijaa hekima na busara. Kinywa chake daima kilinena maneno ya hekima na busara. Fikra zake zitadumu milele kwenye vichwa vya wakulima, wasomi, wanafalsafa, mapadri, masheikh, wachungaji, watawa na hata kwenye bongo za waovu wa Tanzania daima watamkumbuka.
Kifo cha Mwalimu Nyerere kimeleta pengo kubwa kwa jamii yote ya wapenda amani kote ulimwenguni. Ingekuwa mbegu yam mea tungeipanda sote tuendelee kuhekimika kutokana na hekima na busara zake.
Kifo cha Mwalimu Nyerere ni kama mwindaji asiye na silaha kwenye mwitu wenye wanyama wakali kama fisi, simba, ngiri, tembo, nyoka, nyati, n.k. Je, mwindaji atafanya nini?

MAELEKEZO KWA WAANDISHI
WA MAKALA
MULIKA ni jarida la
taaluma ya Lugha na Fasihii ya Kiswahili. Jukumu lake kuu ni kukusanya na
kusambaza maarifa yanayohusu Lugha na Fasihi ya Kiswahili yaliyokitwa katika
utafiti mpevu. MULIKA limeendelea kuwa daraja katti ya watumiaji wa Kiswahili
popote walipo, na wataalamu wa Kiswahili katika Sekondari ba Vyuo vya Elimu ya
Juu Afrika ya Mashariki.
Jarida huchapishwa mara
moja kwa mwaka.
Jarida linapokea Makala
yaliyoandikwa kwa Kiswahili TU. Makala yapigwe chapa kwenye karatasi za A4,
mistari ikitengwa kwa kipimo cha nafasi mbili. Upande mmoja tu wa karatasi
utumiwe.
Mwandishi awasilishe
kwa Mhariri, nakala tatu za muswada wake, pamoja na nakala tepe iliyowekwa katika mfumo wa kikompyuta
katika muundo wa Microsoft WORD.
Ukurasa wa kwanza wa
Makala uoneshe jina la Makala, jina kamili la mwandishi (au waandishi) wa
Makala (Ikiwa ni pamoja na wwadhifa wake) na anuani yake.
Ukurasa wa pili uoneshe
jina la Makala na ufupisho wa Makala (Ikisiri) kwa maneno yasiyozidi 300. Jina
la mwandishi lisiandikwe.
Unapotaja marejeleo
kwenye matini taja jina l mwisho la mwandishi, likifuatiwa katika mabano na
tarehe ya chapisho lake na kurasa zilizorejelewa, k.m. Yahya (1983:139). Kwenye
orodha ya marejeleo au bibliografia majina ya marejelewa yapangwe kialfabeti.
Tanbihi ziwekwe namba
na zitumike pale tu inapobidi. Maelezo ya tanbihi yatolewe kwenye ukurasa wa
pekee mwisho wa Makala, yaani ya kuorodhesha marejeleo.
Makala yatatathiminiwa
na walau wasomaji wawili, bila ya wao kujua mwandishi ni nani. Waandishi waepuke
kuweka utambulisho wowote katika Makala zao ilo wanaosoma Makala hayo na
kuyatathmini wafanye kazi yao kwa uyakinifu. Waandishi ambao Makala yao
yatakubaliwa kuchapishwa watapatiwa NAKALA MOJA YA Jarida lenye Makala
yao pamoja na malopoo kumi ya Makala yao.
